Ghana's Sachet and Packaged Water Producers Call for Review of Excise Tax on Plastic Packaging

The National Association of Sachet and Packaged Water Producers (NASPAWAP) has expressed deep concern over the introduction of an additional 5% excise tax on all plastic packaging, effective July 1, 2025. 

The association believes that this new tax duplicates the existing 10% environmental excise tax on selected plastic materials at all ports of entry, introduced in 2011.

NASPAWAP argues that the new tax will unnecessarily burden its members and ultimately, the final consumer, as they cannot immediately pass on the tax to consumers due to the nature of their product.

The association fears that the tax will lead to increased prices for sachet and bottled water, making it more expensive for consumers.

While acknowledging the government's efforts to address environmental concerns, NASPAWAP believes that duplicative taxation is not the solution.

NASPAWAP respectfully calls on Ghana's Ministry of Finance to stay the execution of the 5% excise tax until the 10% environmental excise tax on selected plastic is 

 The association looks forward to engaging with the government and relevant stakeholders to find a solution that balances environmental concerns with the need to avoid duplicative taxation.

NASPAWAP represents commercial packaged water producers in Ghana.

 The association aims to promote the interests of its members and ensure a sustainable and environmentally responsible industry.
