The Citizens Platform for Constitutional Reform (CPCR) has called on the government to immediately publish the full report of the Constitutional Review Committee (CRC), renew efforts to establish an implementation body, and lay out a transparent roadmap for constitutional reform.
The CRC ,chaired by Prof. Akosua Keseboa Darkwa, submitted its report to President John Mahama on December 22, 2025, after extensive stakeholder engagements and nationwide public consultations that generated widespread public interest. The CPCR says continued delay in releasing the document is undermining public participation and the legitimacy of the reform process.
Key asks from the CPCR include:
- Immediate publication of the full CRC report so citizens can review proposals and contribute to debate.
- Urgent establishment of a broadly representative Constitutional Review Implementation Committee to guide the next phase.
- Publication of a clear, transparent timeline and implementation plan for reforms.
- A government position paper that clarifies policy choices without misrepresenting the CRC’s analysis and recommendations.
- Visible presidential leadership to convene and sustain a national conversation on reform.
The platform emphasized that constitutional reform is essential to strengthening Ghana’s democracy, enhancing accountability, and improving governance outcomes. CPCR also reiterated its commitment to support the process through public education, stakeholder engagement, and constructive collaboration.
With calls mounting from civil society, the CPCR’s demands place pressure on government institutions to move quickly from report submission to a transparent, participatory implementation phase, a step the group says is necessary to translate recommendations into meaningful legal and institutional change.
