National Democratic Congress (NDC) National Chairmanship aspirant, Hon. Dr. Akwasi Opong-Fosu, has unveiled a comprehensive grassroots policy framework anchored on Votes, Voice, and Viability (The 3Vs). The proposal seeks to transform the party’s branch and constituency structures into economically sustainable, year-round operational centers.
The policy was formally presented in a press statement issued on September 24, 2026, following an evening strategy engagement with NDC branch members.
According to Dr. Opong-Fosu—a former Minister for Local Government and Rural Development—the initiative addresses a long-standing demand within the party: ensuring that the dedicated members who mobilize voters also possess a meaningful voice in party governance and a structured path toward economic self-reliance.
Breaking Down the 3Vs Framework
The Akwasi Opong-Fosu for Chairman (AOF4C) campaign outlined the three strategic pillars as follows:
Votes: Equipping, resourcing, and recognizing branch and constituency executives whose daily groundwork builds the party’s electoral strength.
Voice: Establishing formal, structured channels that guarantee grassroots members a direct say in party policy, ensuring proposals reach regional and national leadership with required feedback.
Viability: Empowering constituency structures financially by supporting local business enterprises, cooperative societies, and skill development programs to sustain party operations between election cycles.
Business Development Directorate at Party Headquarters
A key feature of the proposal is the establishment of a dedicated *Business Development Directorate* at the NDC National Headquarters.
The Directorate will provide technical guidance, connect constituency ventures with credible partners, and enforce financial accountability for member-owned businesses and cooperatives. Under this model, individual constituencies will tailor commercial enterprises around their local economies—such as agricultural processing, trade, and vocational apprenticeships—without relying on pilot projects or centralized hand-outs.
Beyond Seasonal Mobilization
Addressing branch delegates during the meeting, Hon. Dr. Opong-Fosu emphasized that party building must move away from transactional, seasonal campaign labor.
"Restoration, Renewal, and Resetting must mean restoring trust in grassroots leadership, renewing members’ economic prospects, and resetting how the party empowers its members economically and supports its constituencies between elections," the campaign statement read.
The proposal comes as campaign activities intensify across all 275 constituencies ahead of the NDC National Congress scheduled for December 19, 2026, where delegates will elect national officers to lead the party into the 2028 general elections.
