Parliament has passed the Ghana Civil Aviation Bill 2024 to reform and consolidate the existing civil aviation laws in the country.
The Bill is also to empower the Ghana Civil Aviation Authority to regulate aviation sector’s safety and security.
The passage of the new Bill will repeal the existing Ghana Civil Aviation Act, 2004 (Act 678).
The new Bill is in conformity with international obligations as a member of both the United Nations and the International Civil Aviation Organisation (ICAO).
Explaining the need for the new Bill, the Committee noted that legislations governing civil aviation are scattered in a number of laws and international protocols, treaties and agreements, making its administration cumbersome.
The Committee further stated that the deficiencies in Act 678 such as the absence of more appropriate provision on the applicable rules of air over the high seas and lack of provisions on the state safety programme pursuant to annex 19 of the Chicago Convention are making it impossible for smooth operation of activities in the aviation sector.
