E-Levy: Joewise ought to have been permitted to cast a ballot – Foh-Amoaning

Private Legal practitioner , Moses Foh-Amoaning, has shown that the First Deputy Speaker of Parliament, Joseph Osei Owusu (Joewsie) ought to have been permitted to cast a ballot during procedures on the E-levy in Parliament.

Mr Foh-Amonaning clarified that Joewise is a Member of Parliament consequently, should not lose the option to decide for the benefit of individuals who chose him as their agent.

"I think you must comprehend the manner in which the constitution is organized. A Member of Parliament gets decided in favor of. He addresses his kin in this way, he can never lose the ability to be numbered among that number as far as the Parliamentarians. Whether or not as an appointee speaker, he should be considered a Member of Parliament. Since any other way, Parliament itself will be short, since we should have 275. He ought to be permitted to cast a ballot.," he said.

He added "We must decipher the constitution with the soul since, in such a case that he loses his vote, for what reason would he say he is in Parliament?

"He is in Parliament addressing his kin and individuals have put him there so he can have the option to communicate the desire of those individuals in casting a ballot.

"I'm expressing the established guideline. Assuming this matter gets under the steady gaze of the Supreme Court I am certain they will maintain my view. You can't change the capacity of a Parliamentarian to practice his vote to address his kin since that is the will that individuals had communicated. Article 1 of the constitution says power lives with individuals," he said on the Good Evening Ghana show on Tuesday December 21.

On Monday December 20 Members of Ghana's Parliament couldn't hold their feelings as some traded fights in the House not long before the last decision on the questionable Electronic Transfer Levy Bill, otherwise called e-levy.

The protest Speaker, Joseph Osei-Owusu, had reported that a division would be followed to support the Bill, introduced under an endorsement of criticalness, and he planned to cast a ballot too in his ability as a Member of Parliament.

That seemed to have incited the National Democratic Congress (NDC) individuals, who scrutinized his choice to cast a ballot subsequent to directing the night's procedures.

They moved to the front of the dais, giving dangers at the Bekwai MP.

This got the Majority MPs to likewise begin fomentations and promptly Mr Osei-Owusu gave the directing job to the Second Deputy Speaker, Andrew Amoako Asiamah, the battle broke out.
